A turnover is logged any time a possession ends without a shot and hands the ball to the opponent. That includes intercepted passes, lost dribbles, travels, stepping out of bounds, double dribbles, etc.
It's the anti-possession: a turnover costs exactly what a steal earns. Each turnover avoided is literally worth a point in expected value, because you keep the possession and the opponent gets no fast break.
A ball-dominant point guard will mechanically have more turnovers. That's why we often look at the Assists / Turnovers ratio (AST/TO): above 2.5, you're a good caretaker; above 4, you're elite.
